Department Overview: The Account Management Solutions group provides subject matter expertise and leadership for enhancements, development, and maintenance initiatives across TD Wealth Management (includes DB, FP, PIA, PIC, MF, PB, Prepaid and TDWIS). The group is composed of the following three teams:
Account Management and Transfers (includes account opening systems, material changes, internal and external transfers)
Registered Plans, Cheques and Imaging (includes RSP, RIF, LRIF, LIRA, PRIF, TFSA RESP, RDSP, cheque production and document management)
Tax processes

Job Description / Accountabilities: Area of Focus and Scope of this Role:

This role is focused on:
Registered Plans and cheques legislation, regulatory matters and compliance
SOX and Privacy legislation, regulatory matters and compliance
Tax changes (initial focus on Federal and Quebec budget changes and IRS reporting)
Non-Canadian regulatory changes impacting Canadian wealth systems (e.g. Patriot Act)

Serving as the Account Management Solutions SME for the above areas of focus, the IT Specialist will serve to contextualize this specialized knowledge from a system-impacts and product perspective in support of DB, PIA, PIC, FP and TDWIS systems, platforms and supporting vendors by:
Keeping up to date on all proposed/pending and published regulatory/legislative and compliance changes
Providing impact analysis and downstream impact assessments for current Wealth initiatives, products, processes, applications and platforms
Provide strong leadership support for Senior Management strategic planning activities

The context for this IT Specialist focus will be on systems, applications, products and vendor activities related to all three Account Management Solutions teams:
Account Management and Transfers
Registered Plans, Cheques and Imaging
Tax

Nature of the Work Performed:
Research: A significant research component will be required including understanding of federal, provincial and other legislative, regulatory and internal compliance changes
Business Analysis: Systematic and well documented business analysis and impact assessments will be integral to the deliverables of this role

Strategic Planning: A forward looking leadership and strategic planning focus is required to ensure optimal deployment of Wealth resources in an ever changing legislative and regulatory environment (including input into annual initiative-budget planning activities)
Relationship Building: in order to be successful, key relationships (internal and external) will need to be developed to ensure accurate and holistic analysis and recommendations are delivered
Project Management: there may be some opportunity to serve as Project Manager on Tier 3 projects depending on the nature of initiative recommendations, business needs, resource availability and capacity constraints within the business



Qualifications / Skills / Experience: Strong verbal and written communication skills are essential for this position.
The successful candidate must be able to articulate complicated concepts, provide meaningful analysis and formulate clear recommendations in a fluent, professional manner to mixed audiences (business, operations, technology and vendor partners) of both peers, senior managers and executives
The candidate must be equally comfortable working independently and as a member of a project team.
The successful candidate should have either Wealth experience, IT experience (or both) with a natural appetite for research and analysis and an interest in shaping development strategy for a complex organization.
Existing knowledge of some or all of the following would be an asset: SOX, OSC, IIROC, Basel II Capital Framework, and/or regulations covering TDCT (FCAC, AML, Privacy)

Note: The successful candidate is not expected to have a full grasp of all regulatory bodies and publications but should have an interest in and aptitude for researching and absorbing new material, prepared to provide value-added analysis, and then develop and communicate clear, strategically meaningful recommendations to Senior Management on these topics.



Specific Educational Requirements / Accreditations: Post-secondary degree/diploma (preferably Business with an IT Focus or comparable work experience)
CSC or comparable accreditation demonstrating a broad knowledge of the Canadian investment industry including its regulators, products and practices
Project Management courses would be an asset
